the ne555 / cd4017 police flasher kit, consisting of several red and blue leds, capacitors, resistors, transistors, diodes, and as the product name suggests, the ne555 and cd4017 ics, provides us with a blue and red flasher with the ability to adjust the frequency of the leds turning on and off through a potentiometer. the output frequency of this circuit can change approximately between 6 hz and 150 hz. the operation of the circuit is such that the ne555 ic acts as the clock input for the cd4017 decade counter ic, and when the clock signal changes state, the counter output increases by 1 unit. now, since we have adjusted the output frequency of the ne555 ic to be variable, the output of the cd4017 counter also changes according to this frequency.
